Québec has been a member of La Francophonie as a participating government since 1971.

The Government of Québec participated fully in creating and developing Francophone institutions. It believes that the actions and roles of these institutions are crucial to Québec's future.

Québec promotes the following issues within La Francophonie:

• the right of cultures to exist;
• the assertion of democratic principles and human rights;
• the command of modernity.
